PPIC Statewide Survey: Californians and Their Government Public Policy Institute of California

With about two weeks to go before Governor Newsom’s bid for reelection, a majority of Californians (54%) and likely voters (52%) approve of the way he is handling his job, while fewer disapprove (33% adults, 45% likely voters). Approval was nearly identical in September (52% adults, 55% likely voters) and has been 50 percent or more since January 2020. Today, about eight in ten Democrats—compared to about half of independents and about one in ten Republicans—approve of Governor Newsom. Half or more across regions approve of Newsom, except in the Central Valley (42%). Across demographic groups, about half or more approve of how Governor Newsom is handling his job. As Californians prepare to vote in the upcoming midterm election, fewer than half of adults and likely voters are satisfied with the way democracy is working in the United States—and few are very satisfied.

The shares saying the outcomes are very important to them have remained similar to a month ago for Prop 27 (29%) and Prop 30 (42%). Today, when it comes to the importance of the outcome of Prop 26, one in four or fewer across partisan groups say it is very important to them. About one in three across partisan groups say the outcome of Prop 27 is very important to them. Fewer than half across partisan groups say the outcome of Prop 30 is very important to them. Californians are much more pessimistic about the direction of the country than they are about the direction of the state. Solid majorities of adults (62%) and likely voters (71%) say the United States is going in the wrong direction, and majorities have held this view since September 2021.

She holds a BA in psychology from the University of Hawaiʻi at Mānoa. In addition to the lack of satisfaction with the way democracy is working, Californians are divided about whether Americans of different political positions can still come together and work out their differences. Optimism has been similar in more recent years, but has decreased 7 points since we first asked this question in September 2017 (56%). In September 2020, just before the 2020 general election, Californians were also divided (47% optimistic, 49% pessimistic). We believe in the power of good information to build a brighter future for California. One of our Nation’s bedrock beliefs is that America is the land of opportunity.

We present results for non-Hispanic whites, who account for 41 percent of the state’s adult population, and also for Latinos, who account for about a third of the state’s adult population and constitute one of the fastest-growing voter groups. We also present results for non-Hispanic Asian Americans, who make up about 16 percent of the state’s adult population, and non-Hispanic African Americans, who comprise about 6 percent. Results for other racial/ethnic groups—such as Native Americans—are included in the results reported for all adults, registered voters, and likely voters, but sample sizes are not large enough for separate analysis. Results for African American and Asian American likely voters are combined with those of other racial/ethnic groups because sample sizes for African American and Asian American likely voters are too small for separate analysis. We also analyze the responses of likely voters—so designated per their responses to survey questions about voter registration, previous election participation, intentions to vote this year, attention to election news, and current interest in politics. Majorities of California adults (53%) and likely voters (52%) approve of the way President Biden is handling his job, while fewer disapprove (43% adults, 47% likely voters).

Microsoft previously claimed that Sony is paying for “blocking rights” to keep some games off Xbox Game Pass and now says that’s the case with Call of Duty. “The agreement between Activision Blizzard and Sony includes restrictions on the ability of Activision Blizzard to place Call of Duty titles on Game Pass for a number of years,” says Microsoft in its filings. Microsoft says these same principles will also apply to the future Xbox mobile store, which could be enough to lure developers onto the platform. One company that might be particularly interested is Epic Games, which has allied itself with Microsoft in the past few years in the fight against Apple’s App Store policies. However, the CMA has barely discussed the potential for Microsoft’s entrance into mobile gaming as part of its investigation and is instead largely focusing on console gaming, which Microsoft argues is an increasingly smaller part of the overall market.

Epic eventually called on Microsoft to help argue its case in court, and Microsoft cranked up the pressure on Apple with some significant Windows store changes days ahead of the Epic v. Apple trial last year. This material may not be published, broadcast, rewritten, or redistributed. Unfortunately, the footnote ends there, so there's not much in the way of detail about what these restrictions are or how long they'd remain in effect in a potential post-acquisition world. Given COD's continued non-appearance on Game Pass, you've got to imagine the restrictions are fairly significant if they're not an outright block on COD coming to the service. Either way, the simple fact that Microsoft is apparently willing to maintain any restrictions on its own ability to put first-party games on Game Pass is rather remarkable, given that making Game Pass more appealing is one of the reasons for its acquisition spree.

To that point, the CFPB issued new guidance to credit-reporting agencies Thursday about omitting what it called "junk data" from credit reports. The decision is likely to be challenged, setting up a major fight for the future of the top U.S. consumer-finance watchdog. That battle could introduce significant uncertainty for the many fintech businesses that fall under the agency’s purview.

They are an inspirational group of people who have gone above and beyond, week after week. In other cases, just the fact that we have things like our Graviton processors and … run such large capabilities across multiple customers, our use of resources is so much more efficient than others. We are of significant enough scale that we, of course, have good purchasing economics of things like bandwidth and energy and so forth. So, in general, there's significant cost savings by running on AWS, and that's what our customers are focused on.

We provide incredible value for our customers, which is what they care about. There have been analyst reports done showing that…for typical enterprise workloads that move over, customers save an average of 30% running those workloads in AWS compared to running them by themselves. Another huge benefit of the cloud is the flexibility that it provides — the elasticity, the ability to dramatically raise or dramatically shrink the amount of resources that are consumed. In the first six months of the pandemic, Zoom's demand went up about 300%, and they were able to seamlessly and gracefully fulfill that demand because they're using AWS. You can only imagine if a company was in their own data centers, how hard that would have been to grow that quickly. The ability to dramatically grow or dramatically shrink your IT spend essentially is a unique feature of the cloud.

The share supporting Newsom grows as educational attainment increases (46% high school only, 56% some college, 60% college graduates), while it decreases with rising income (64% less than $40,000, 56% $40,000 to $79,999, 52% $80,000 or more). With persistent inflation and concerns about a possible recession in the future, an overwhelming majority of Californians believe the US economy is in not so good (43% adults, 40% likely voters) or poor (33% adults, 36% likely voters) shape. About a quarter of adults (3% excellent, 20% good) and likely voters (2% excellent, 23% good) feel positively about the national economy. Strong majorities across partisan groups feel negatively, but Republicans and independents are much more likely than Democrats to say the economy is in poor shape. The CMA and other regulators now have the unenviable task of untangling these arguments between Sony and Microsoft and figuring out exactly how this deal could harm consumers or competition. Microsoft still hopes to close this deal out by spring 2023, but there’s a good chance we have months of battles ahead — as well as the opportunity to gain rare insights, as with these mobile plans, into the secret ambitions of the gaming industry. But even if Call of Duty stays on PlayStation, Sony could still lose out on serious revenue if Microsoft offers the title on Xbox Game Pass.

In a graph posted at Microsoft’s Activision Blizzard acquisition site, the company depicts the entire gaming market as worth $165 billion in 2020, with consoles making up $33 billion , PCs at $40 billion , and mobile gaming at $85 billion . Microsoft is building an Xbox mobile store to directly offer games on mobile devices, challenging Apple and Google. The software giant first hinted at a “next-generation” store it would “build for games” earlier this year but has now quietly revealed details of the plans in filings with the UK’s Competition and Markets Authority .

For instance, Hollman said the company built an ML feature management platform from the ground up. If somebody generates good features on cash flow, some other person that’s doing some other cash flow thing might come along and say, ‘Oh, well, this feature set actually fits my use case.’ We're trying to promote reuse,” he said. Intuit had MLops systems in place before a lot of vendors sold products for managing machine learning, said Brett Hollman, Intuit’s director of engineering and product development in machine learning.

Approval of Congress remains low, with fewer than four in ten adults (37%) and likely voters (29%) approving. Approval of Congress among adults has been below 40 percent for all of 2022 after seeing a brief run above 40 percent for all of 2021. Democrats are far more likely than Republicans to approve of Congress.

For most companies, the cloud represents operating expense, not capital expense. You're not buying servers, you're basically paying per unit of time or unit of storage. That provides tremendous flexibility for many companies who just don't have the CapEx in their budgets to still be able to get important, innovation-driving projects done. It is interesting, and I will say somewhat surprising to me, how much basic capabilities, such as price performance of compute, are still absolutely vital to our customers. If you'd asked me 15 years ago, “hey in 2022, how much of the cutting edge of innovation do you think would be around raw performance or price performance of a unit of compute,” I wouldn't have necessarily guessed that was still as important as it is. Part of that is because of the size of datasets and because of the machine learning capabilities which are now being created.

Open finance technology enables millions of people to use the apps and services that they rely on to manage their financial lives – from overdraft protection, to money management, investing for retirement, or building credit. More than 8 in 10 Americans are now using digital finance tools powered by open finance. This is because consumers see something they like or want – a new choice, more options, or lower costs. AI can be used to provide risk assessments necessary to bank those under-served or denied access. By expanding credit availability to historically underserved communities, AI enables them to gain credit and build wealth. Minimal to no-fee banking services - Fintech companies typically have much lower acquisition and operating costs than traditional financial institutions.

Through Zest AI, lenders can score underbanked borrowers that traditional scoring systems would deem as “unscorable.” We’ve proven that lenders can dig into their lower credit tier borrowers and lend to them without changing their risk tolerance. For small business owners, time is at a premium as they are wearing multiple hats every day. Macroeconomic challenges like inflation and supply chain issues are making successful money and cash flow management even more challenging. In fact, according to a recent Intuit QuickBooks survey, 99% of small businesses are concerned about inflation. Fintech puts American consumers at the center of their finances and helps them manage their money responsibly. From payment apps to budgeting and investing tools and alternative credit options, fintech makes it easier for consumers to pay for their purchases and build better financial habits.

They give full refunds on virtually all new, unopened items returned within 30 days of purchase. They'll also cover the return shipping costs if they're at fault, such as if the wrong item was shipped. If you're purchasing apparel, they also offer free return shipping on many items if they don't fit properly, even if you accidentally choose the wrong size. Note that if you're purchasing from one of the third-party sellers, the third-party's return policy applies.

Cell phone interviews were conducted with adults who have cell phone service only and with those who have both cell phone and landline service in the household. Intuit also has constructed its own systems for building and monitoring the immense number of ML models it has in production, including models that are customized for each of its QuickBooks software customers. Sometimes the distinctions in each model are minimal — one company might label certain types of purchases as “office supplies” while another categorizes them with the name of their office retailer of choice, for instance. I, personally, have just spent almost five years deeply immersed in the world of data and analytics and business intelligence, and hopefully I learned something during that time about those topics. I'm able to bring back a real insider's view, if you will, about where that world is heading — data, analytics, databases, machine learning, and how all those things come together, and how you really need to view what's happening with data as an end-to-end story.

In a recent ABC News/Washington Post poll, 24 percent (3% excellent, 21% good) of adults nationwide felt positively about the US economy, while 74 percent (36% not so good, 38% poor) expressed negative views. We see the benefits of open finance first hand at Plaid, as we support thousands of companies, from the biggest fintechs, to startups, to large and small banks. All are building products that depend on one thing - consumers' ability to securely share their data to use different services.

When people can easily switch to another company and bring their financial history with them, that presents real competition to legacy services and forces everyone to improve, with positive results for consumers. For example, we see the impact this is having on large players being forced to drop overdraft fees or to compete to deliver products consumers want. Of the companies that incorporated using Stripe, 92% are outside of Silicon Valley; 28% of founders identify as a minority; 43% are first-time entrepreneurs. This presents a tremendous opportunity that innovation in fintech can solve by speeding up money movement, increasing access to capital, and making it easier to manage business operations in a central place. Fintech offers innovative products and services where outdated practices and processes offer limited options. Companies can also create carefully refined marketing profiles and therefore, finely tune their services to the specific need.

Open Banking platforms like Klarna Kosma also provide a unique opportunity for businesses to overlay additional tools that add real value for users and deepen their customer relationships. However, a big potential stumbling block for Microsoft’s mobile gaming ambitions could be its control of Call of Duty on both mobile and console. Microsoft has seen success with Xbox Game Pass, and it has made it clear it wants to bring Activision games to the service. The irony of Sony making deals like this one while fretting about COD's future on PlayStation probably isn't lost on Microsoft's lawyers, which is no doubt part of why they brought it up to the CMA. While it's absolutely reasonable to worry about a world in which more and more properties are concentrated in the hands of singular, giant megacorps, it does look a bit odd if you're complaining about losing access to games while stopping them from joining competing services.

We're an $82-billion-a-year company last quarter, growing 27% year over year, so we have, of course, every use case and customers in every situation that you could imagine. What we see a lot of is folks just being really focused on optimizing their resources, making sure that they're shutting down resources which they're not consuming. The motivation's just a little bit higher in the current economic situation. You do see some discretionary projects which are being not canceled, but pushed out. For example, the one thing which many companies do in challenging economic times is to cut capital expense.
